Files: .zip every unit folder of the state (packets in all formats plus manifest.json) national/*.parquet and national/*.csv national tables, allow-listed columns only manifest.json every file here with its SHA-256 National tables: units: One row per packet unit (county areas and Vermont towns). plan_clock: Plan clock for every jurisdiction key (PLAN-1 to PLAN-9), with the jurisdiction name and type. plan_membership: Which county areas each jurisdiction key's plan clock row appears under. declarations_county: B1-d federal declarations by county area, with county Public Assistance dollars and plan flags. declarations_statewide: Statewide declarations (county code 000), listed separately from county rows. nri_county_hazard: B1-a, B1-e and B2 starter NRI values per county area and hazard (18 hazards), with FREQ descriptors. nri_county_context: Context: NRI ratings, population and building and agriculture value (total, not at risk). b1c_extent: B1-c extent per county area and Storm Events series. b1d_hazard_summary: B1-d per-hazard summary per unit, with explicit no-recorded-events rows. storm_history: B1-d Storm Events history per county area (the XLSX history sheet for every county). b1e_bands: B1-e intensity-banded historical frequency (FREQ-7). b1f_tract_range: B1-f range of tract-level NRI risk scores per county area and hazard (rated tracts only). b1f_member: B1-f per-member block: repeat-flood flag, PA dollars and Storm Events records naming the place. b2_starter: B2-a and B2-b county-level starter per unit and hazard (NRI exposure and loss, Storm Events and PA since the plan). b2c_county: B2-c repeat-flood property counts per county area by occupancy group (aggregates only, RL-6). b2c_member: B2-c repeat-flood property counts per plan member community (NFIP community ID; aggregates only). b2c_county_community: B2-c counts per NFIP community within each county area (aggregates only). what_changed: The page 1 box: what changed since the last plan, per unit. vt_towns: Vermont town units: own plan clock, repeat-flood counts and PA. Repeat-flood (NFIP) tables hold community and county counts only; no per-property field is published. Each national table has a .txt README beside it (sources, reuse terms, disclaimer); each Parquet file carries the same text as key-value metadata (keys hazard_plain.*).
